The Right to Education and Public Policies for Children (s): the case of the Educator Neighborhood of Heliópolis / SP – UNAS

Paper abstract

This is a qualitative research that analyzes the role and influence of the Heliópolis and Adjacências Residents Union (UNAS / SP), as an emancipatory urban social movement, in relation to the Public Policies for Children in the region. It uses a qualitative approach, in the form of case study, with collective interviews with community leaders, managers and professionals of early childhood education institutions located in the region and conversation circles with children. The study starts from the understanding of the territory to arrive at the Educational Public Policies, in an economically vulnerable region (of unequal subjects) and potentially rich of experiences of participation, social mobilization and democratic experiences, which supposes to enter the genesis of a A social movement that brings together public and public educational services with the horizon of social transformation and that collectively built the perspective of Bairro Educador, in the form of a collaborative network of educational actions. The data analyzed corroborate the claims of Santos (2000) that the territory is the foundation of existences and the emancipatory urban social movements, besides contributing to the process of democratic construction, can alter the relations with the public authorities and the State by the condition of agents, collective subjects and producers of public policies, especially the Public Policies for Children, in the effective guarantee of rights, education-care and well-being of children from 0-12 years old in institutional environments. It also reinforces the studies by Sousa-Santos (2018) that the relationship with erudite and popular knowledge needs to be two-way, and urgently the overcoming of the abyssal line that separates the local from the global, with the construction of new theoretical and political paradigms. , magnifying the lens to see the reality that presents complex problems and that can only be analyzed in a complex and conjugated way.
